Menshikov Viktor Sergeyevich (1926) – artist, writer, journalist, lawyer, participant of the Great Patriotic War.
He was born on December 28, 1926 in the village of Anna, Anninsky district, Voronezh region, RSFSR, in a working family. In 1941, he was enrolled in the Voronezh Craft School No. 10 as a locksmith student. Since September 1941, he worked as a worker of the Anna station railway in the Voronezh region. From May to September 1943, he studied at the factory training school (fzo) No. 1 in Voronezh, where he was a student of a plumber-locksmith.
In February 1944, he was drafted into the Red Army and sent to the front. From 1944 to 1945, he participated in the battles in Poland and Germany as a miner. From 1945 to September 1951, he served in a group of occupation troops in Germany. He was awarded the medals" for the victory over Germany"," for the capture of Berlin"," for the capture of Warsaw"," for the liberation of Poland"," 30 years of the Soviet Army and Navy". He holds the military rank of senior sergeant in the Reserve.
From September 1951 to December 1953, he worked as a locksmith at the plant for the production of reflex cars in Voronezh. From March 1953 to May 1955 – driver of the military unit of the city of Gadyach (now the Republic of Ukraine) of the Ukrainian SSR. From June 1955 to March 1960 – locksmith-installer of suspended mining equipment, Zmeinogorsk District of the Altai territory of the RSFSR (now the Russian Federation). From April to September 1960 – locksmith of the house-building plant in Ust-Kamenogorsk, East Kazakhstan region. From September 1960 to July 1963 – locksmith of the Titanium and magnesium plant in Ust-Kamenogorsk. 1958-1963 He studied part-time at the Moscow all-Union Law Institute, majoring in jurisprudence. After graduating from the institute, since June 1963, he worked as an investigator of the Ust-Kamenogorsk prosecutor's office. Since September 1963-assistant to the prosecutor of the East Kazakhstan region for general supervision, criminal and judicial supervision. Since April 1964-Assistant Prosecutor of the East Kazakhstan region. From June 1967 to February 1971 – prosecutor of the Investigative Department of the KH prosecutor's Office of Ust-Kamenogorsk. From February 1971 to 1991 – member of the East Kazakhstan regional court.

Meshcheryakov Alexander Yuryevich (1984) - poet, designer, artist, musician.
He was born on March 31 in Ust-Kamenogorsk, East Kazakhstan region.
He studied at school No. 19 . Ust-Kamenogorsk. He graduated from the East Kazakhstan Humanitarian College - EKGC (now K.Nurgaliev College), then the Eastern Humanitarian Institute (VGI)
Woodcarver (manually carves three-dimensional figurines, ornaments, relief panels, spoons and other kitchen utensils). He makes miniature sculptures. He is engaged in computer graphics, design, manufacture of wooden products, interior items and furniture, draws. He is fond of photography.
For several years in a row, he participated in the creation of ice sculptures on Republic Square, the first time in 2005, when he was still a student. In 2009, the figure of A. Meshcheryakov "Goldfish on the waves" took third place.
Periodically participates in fairs held by the East Kazakhstan Architectural and Ethnographic and Natural landscape Museum-reserve. In 2015, he took part in the international art symposium "Nomad", on the territory of the Berel State Historical and Cultural Museum-Reserve, in the Katon-Karagai district. He is the author and performer of his own songs.
In 2019, within the framework of the regional literary project Book series "Abai Alemi", the first collection of Alexander Meshcheryakov "In Reflections" was published. This book includes poems from the beginning of 2000 to 2018.

Minaev Vladimir Filippovich (1938-2016) - Professor of East Kazakhstan State University. Excellent student of public education of the Kazakh SSR. Honorary Worker of Education of the Republic of Kazakhstan.
Vladimir Filippovich Minaev was born on October 31, 1938 in the city of Asbestos, Sverdlovsk region (Russia). He graduated from the Kazakh State University named after S.M.Kirov with a degree in journalism and correspondence postgraduate studies at the Department of Radio Broadcasting and Television of Moscow State University named after M.V. Lomonosov in 1968. He defended his thesis for the degree of Candidate of Sciences on the topic "The ratio of words and images in television journalism" (Moscow, 1969). From 1960 to 1968 he worked at the Ust-Kamenogorsk television Studio (correspondent, head of the film group, senior editor of the national economy editorial office, head of the children's and youth association, editor-in-chief of the TV studio).
From August 1968 he taught aesthetics, philosophy, cultural studies and foreign literature of the XIX-XX centuries at the Ust-Kamenogorsk Pedagogical Institute (EKSU named after S.Amanzholov), and from 1990 to 1998 - a leading teacher of journalistic disciplines. He was the head of the Literature Department for three terms (1980 - 1985; 1988 - 1993; 1994 - 1998), Subsequently, he was the head of the Department of Russian Language and Literature (2002 - 2004) of UKPI.
Since 1979, he has been an active popularizer of the idea of film education in higher education. He read special courses "Fundamentals of Cinema art", "Cinema and School" to philologists, conducted a special seminar "Literature and the screen" (for the first time in pedagogical universities of the USSR). Co-author of the methodical letter of the Ministry of Education of the USSR "Film education and film education of students of pedagogical universities". For many years he read lectures on aesthetics and world art culture at the regional Evening University of Marxism-Leninism. He made scientific reports at conferences in Moscow, Yerevan, Kiev, Minsk, Kurgan, Tallinn, Leningrad, Ulyanovsk, Ust-Kamenogorsk. He completed a scientific internship at the Belarusian State University, Moscow State University, and Novosibirsk University.
For half a century , as a permanent film reviewer , he has been actively working in the regional broadcast to promote art in cyclic TV shows: "Conversations about cinema art", "On the cinema orbit", "Cinema and Time", "Tuning fork", "Sunday Lens", "Video compass", "In the world of cinema and books", "A person reading".
V. F. Minaev is the author of 90 printed works. Among them: the first directory in the Republic of Kazakhstan "Video-700" (Alma-Ata, 1993); manual "Information genres of TV journalism"; collection of essays "Literature and screen" (2012). Since 2007, he has been collaborating with the Canadian magazine "Samovar" (Toronto), where he has published about 40 articles on literature and cinema.
Member of the Council for Film Education of the Union of Cinematographers of the USSR, member of the Board of the Association of Film Education Workers (Moscow, 1988-1991). Member of the Union of Journalists of the USSR.
He died on October 29, 2016.

Milyaev Sergey Anatolievich (1958) – poet, filmmaker, musician, writer
He was born in Ust-Kamenogorsk. After studying at the Institute of Culture of Barnaul and Leningrad on specialty «producer» in 1982 he returned to his homeland for several years worked as a director of the Regional Television, visited the studio poetry Eugene Kurdakova. He published in the newspaper «Rudny Altay», «Literary Gazette», the magazine «Student Meridian».
He is a winner in the category «Russian-language poetry» of the national festival «Zhiger». His first book of poetry was «Free subject» (Barnaul, 1992).
He is one of the authors of the collections of the Moscow publishing stories «Dixie Press»: «Burnt by strontium» (2011), «Our sins» (2013). Currently he engaged in creativity in the city of Vladimir, he writes poetry and prose, screenplays, releasing music albums, performing with his new band «Algabas» at prestigious festivals of Russia. One of the winners of the poetry contest «Golden stanza».

Mirogolov Viktor Fedorovich (1939-1998) – writer, translator.
He was born on February 21, 1939 at the Kazanshunkyr mine in Semipalatinsk region (now East Kazakhstan region).
In 1961 he graduated from the Faculty of Geology and Geography of the Kazakh State University named after S. M. Kirov (now Al-Farabi Kazakh National University). He worked as a hydrogeologist engineer, head of the educational part at the school, held the positions of head of the department in the newspaper "Zolotaya Chukotka", deputy editor-in-chief of the association of documentary chronicles of the Kazakhfilm film studio named after Sh. Aimanov, deputy editor-in-chief of the publishing house "Zhazushy", and also worked in the magazine "Prostor".
On the pages of the press began to appear since 1959 . His books have been published several times in publishing houses in Moscow and Almaty.
He has written more than thirty scripts for documentaries and popular science films.
